Summary

Recognizing the limitations of reactive, short-term policies seen in other post-conflict nations, the roadmap proposes a methodology integrating immediate, medium-term, and long-term strategies.
Key objectives include addressing infrastructure deficits in housing, energy, transportation, water, and social services, with the public sector maintaining at least a 70% ownership to ensure equitable growth. The approach employs scenario modeling to account for variables like demographic shifts, economic policies, and international dynamics. Social reconstruction is central, aiming to rebuild trust, unity, and human capital through grassroots reconciliation and institutional frameworks. The reconstruction process must also address deep societal fractures, requiring grassroots reconciliation and the rebuilding of trust between Syrians, their government, and international partners.
The roadmap stresses the importance of international cooperation, with Western and regional powers collaborating, advocating for a coordinated effort that transcends narrow geopolitical interests.
The ultimate goal is to establish a stable, self-reliant Syria with resilient infrastructure and cohesive social bonds, serving as a model for other nations in post-conflict recovery.
